And that PC-based EDI translator will be tightly integrated with their back end software, as I presume their current EDI translator is since it's running on the same database - you know, like purchase orders converted to sales orders with all the business rule for entering orders manually applied during the process, so they only handle exceptions manually?

Perhaps you've never used a Windows server environment. There are obviously Windows desktop EDI applications, but if you get a package that is built with servers in mind, there is no difference between the AS400 and the Windows "multi-userness". Heck, with the system I'm used to (Softshare) there is now a web based management interface for it. All you need is a TCP/IP connection and a web browser and you can manage your EDI server from anywhere in the world.
