I have been following this thread in a state teetering between bemusement 
and befuddlement.

Why on Earth would anyone care if an interconnect were used?

After all,  support for multiple delivery routes was part of "the master 
plan" when the ANSI folks invented the "Communications Envelope"  (that's 
the ISA and IEA segments for you 'newbies'); the thought likely being 
intelligent people would really like to have some ability to develop a 
"Backup Plan" (also a foreign term to some, unfortunately not limited to 
'newbies') when the primary carrier could not deliver.
