my two cents... We have just begun implementing EDIFACT docs with various partners in Europe and I cannot get a single one of those new partners to return a CNTRL doc. EVERY ONE of my US partner provides a 997 FA and we of course, return the favor.
It seems odd to me to not require and provide this functional acknowledgement as it gives you a cradle-to-grave account of delivery. The only way I can tell if an EDIFACT doc got to a European partner now, is to physically look in the VAN and ensure it was picked up by their VAN and that is not only manual, but does not ensure it made it to their EDI Translator. To me, the FA is a great embedded feature of EDI in general, and to not take advantage of it increase the cost of the relationship over the long run due to manual support efforts. As Leah has already observed, the CONTRL message is seldom implemented in Europe, and trading partners there would probably be very reluctant to introduce it. I suspect that in the USA, where I understand functional acknowledgements are widely used in the X12 world, your partners might be more ready to use CONTRL.
