The CONTRL is very uncommon in Europe. In North America, it seems to be used more often, but, as Ken says, it's pretty much on a TP by TP basis. In fact, I've seen some TP's (customers) who will only send a CONTRL if there's something wrong with the syntax, now that, if you ask me is very frustrating, always wondering if the data if you just didn't receive a negative CONTRL or if the data was really ok.

I consider sending a 997 or CONTRL message back sort of a professional courtesy - if you send me EDI, I considerate it a (minimal) courtesy to send an acknowledgement back, just the same as I always set up either a 997 or CONTRL for my inbound EDI messages as a courtesy to let you know I received your EDI. However, not all TP's or their underlying staff think like this.
