Since the advantages of using CONTRL have always been blindingly obvious to me it feels like an investigation into morbid psychology to attempt to explain why it is so little used in Europe. The UK was an early adopter of EDI, but using the Tradacoms standard for which no functional acknowledgement was defined. This meant that users relied much more on VAN traffic reports. The primary VAN was Tradanet, which provided information about when a partner had fetched an interchange (and how often) and also performed some syntactical verification of interchanges before it would accept them. This went some way to obviating the need for an FA; so it could be said that the UK had some excuse for not adopting them. The Tradanet status information could be incorporated into the traffic data maintained by the EDI system. The rest of Europe, using EDIFACT and other VAN services, did not have that excuse. Your guess is as good as mine about why they failed to use FA's.
