You don't say who you got the message from. If it's from Target, it is possible that Target had been paying for all "non-GXS customer" traffic and has now declined to do so. If you're paying your own way, as in you're paying your VAN and they're interconnecting to GXS which is Target's VAN (and that's an assumption) no way can they stop you, so I'm guessing it's some other variation. It's also possible Target has stopped being GXS's customer and thus, no payment for what was to you "free" communication.
Check first with whomever sent you the message for clarification. Then validate your actual communication path to Target. Then check to see who's been paying for the traffic between you and Target. These answers will help you understand your options.
