Leah put her finger on it in her response, it is a change in the policy for a 
specific trading community.  GXS has not changed anything with regard to the 
interconnect.

For those that are unaware of how the interconnects operate, every service 
provider involved usually has a paying customer, so normally an interconnect 
involves the sender's service provider and the receiver's service provider.  
Each partner pays their network, and the networks exchange traffic (usually via 
batches called mailbags, sent over FTP).

A sender on GXS can always send via GXS, since they are a GXS customer.  A 
sender on an interconnect can only send via GXS if the receiver is both a GXS 
customer, and has agreed to accept (and pay for) interconnect traffic from the 
partner.

The message here is the result in a change of policy within a specific retail 
community, not within GXS.  GXS is not refusing the interconnect traffic, your 
trading partner is,
