I always clone new maps from existing, then make the TP specific changes. I need about 1 hour per document. (810, 856) I tell new clients that new outbound maps will not take more than 2 hours. Incoming 850s do not need mapping, since they are very similar. I take about 30 minutes to review the IG and make sure that there are no surprises. Sometimes I have to decide where to put a specific DTM that has a new qualifier. New incoming documents may take some time for the first one, since I have to map the document to the database. Testing is on an hourly basis. I built a database to maintain the maps. It builds a CSV file which is imported into the translator. I would export my existing maps and put them online, but I haven't seen a format that is useful for other people, yet... If you have any ideas, let me know.
