It seems very sane to me as the driver was written from info in the FAT specification that carries this same license. The FAT specification grants a license to use it with EFI, and actually documents how FAT works. Not a bad thing.... We started off adding our own file system for the EFI system partition and got feedback from operating system vendors that a new file system was a very very bad idea. So we were like what should we use.... The answer was FAT, so we asked for a license and got that and then we asked for the specification. Eventually enough stuff got written down and the specification appeared.
