Lawyer speak for you can write and/or use an (U)EFI FAT32 driver for free. If
you use FAT32 for other things you may have to pay the MAN.

Unified EFI Forum does not approve implementations, it only provides a self
certification test. Intel owned the EFI spec, but that was Contributed to the
UEFI Forum. The Unified EFI Forum is a non-profit collaborative trade
organization that promotes UEFI and is governed by a board of directors.
