Blake You got me curious. There is a writeup on the SX28 on the NJQRP site that seems to indicate that the SX28 is pin compatible with the 28 pin PICs, and programmed in a similar (but not identical) fashion. This means that with a little soldering, you may be able to program the beast without laying out the $100. The author does have a few errors in there with respect to PICs, but they aren't really significant. But it does remind you that you need to be a little bit from Missouri about anything you see on the web!
I personally don't know how the SX28 is programmed, but I would suspect they would have a tough ride if it were a lot harder than the PIC.
