Lee, Unless you are only trying to decode a few bands, I would find the decode very difficult (if not impossible) without the use of inverters to provide both a true and an inverted output for each of the band outputs. It is much easier to use a 4 to 16 de-mux chip like the 74HC154. One will do 160 through 6 meters and another (with an inverter from ACC pin 7 can decode the transverter bands as well.
