I would try temporarily powering down your router, cable modem, or whatever 
equipment is used for the internet connection to be sure it's not actually 
that equipment causing the problem.
Also, even though you powered down the external monitor, I would also try 
disconnecting that cable from your computer to be sure it's not radiating 
any rf.
