Not to further aggravate the off-topic-ness of this topic, but this discussion
reminded me of an experience I had about 10 years ago while traveling in the
Miami/Dade County area of Florida.

While scanning around with a 2m handheld, I found the local police/sheriff were
using nothing but Q-signals for their radio traffic. My best guess is that they
chose to use this to confound many of the non-ham types (i.e. CB-radio types)
who would be familiar with 10-codes.

I'm sure someone in south Florida could confirm this and give a reasonable
explanation for this.
