When having to deal with multiple USB-to-serial drivers required by different devices (K3, GPS tracker, RTL-SDR etc.) these 2 utilities by Uwe Sieber helped me a lot to manage COM ports and - even more important - to free no longer used COM ports if Windows still reports them as being in use:
