Correct, the driver did it. Apple provides a driver for FTDI-based USB-serial devices. That driver unconditionally asserts DTR and ignores attempts by applications to turn DTR off. When you install the FTDI-provided driver, it takes precedence over the Apple driver and behaves more responsibly.
I filled a bug report about this; Apple marked it as a “duplicate” and closed it.
