Some setting is probably >wrong, but I can't figure out which one. I'd suggest checking the ACC2 IO setting in the KX3 to make sure Tx keying isn't being inhibited. It's also possible that the interface cable is faulty. There's also the usual advice to make sure the firmware is current. My club's KX3 and KXPA100 were very unreliable until I updated their 2-3 year old firmware.
