If you regard QRP ARCI as a de facto authority on QRP in the US, they recommend 7030, and they call it a 'center of activity' rather than a calling frequency. I take that to mean we should imagine a Gaussian distribution of activity above and below this center. I imagine a standard deviation of perhaps 500 Hz, but that's just me.
I grew up thinking it was 7040 as well, but it has changed more than once in recent times.
