It's definitely a multi-layer board, but the thing is so easily repaired, this is not necessary.

I would hand enter the schematic into KiCAD then hand-place the parts. Some things need to be placed precisely - mounting holes, others not so much. KiCAD will keep you honest - although it doesn't have auto routing, it makes it easy to verify that everything is connected to what it must be connected to.
