If one has the physical board in hand AND the schematic AND it's not an exotic or high speed board, it shouldn't be too hard. I would hand enter the schematic into KiCAD then hand-place the parts. Some things need to be placed precisely - mounting holes, others not so much.

KiCAD will keep you honest - although it doesn't have auto routing, it makes it easy to
verify that everything is connected to what it must be connected to.

If the layout doesn't work out 2-layer, then I would go four-layer.

I had a KIO3 board go bad in the past and was lucky enough to be able
to replace it then.  Pretty certain I'm screwed if it happens again.

access to the artwork for the board??  No frigging way.  It has to fit
