If one has the physical board in hand AND the schematic AND it's not an
exotic or high speed board, it shouldn't be too hard. I would hand
enter the schematic into KiCAD then hand-place
the parts. Some things need to be placed precisely - mounting holes,
others not so much.
KiCAD will keep you honest - although it doesn't have auto routing, it
makes it easy to
verify that everything is connected to what it must be connected to.
If the layout doesn't work out 2-layer, then I would go four-layer.

I had a KIO3 board go bad in the past and was lucky enough to be able
to replace it then. Pretty certain I'm screwed if it happens again.
