Why not? If you have proof I don't see why you wouldn't. Being quiet about it is compliance.
That happens way too much anyway. I remember several years ago seeing some pictures from one of the Dayton hospitality suites. A very high profile eastern European contester had just been very publicly disqualified from a major contest for blatantly cheating, yet he was surrounded by several hams with drinks in hand literally fawning over him like he was a celebrity instead of a pariah.
