Brian, You are only in FINE mode when 3 digits are displayed to the right of the decimal.
But...If you press FINE to exit fine tuning and are back to two digits on the display and set for 10-Hz tuning, you should not be noticing the effect you discribe. You should not exit coarse tuning by tapping fine.
