Jim,

Per Band Power Control has been in the firmware since MCU 1.99/DSP 1.76 
(June 4, 2008).
If you are using older firmware, you will have to upgrade - you should 
find a menu entry for CONFIG PWR SET - set the parameter to PER BAND.

The K3 does have ALC input provisions,  It was positive going ALC which 
did not work with most amplifiers.  There is a mod on the Elecraft 
website to change that to negative going ALC.  Please observe the 
informational items about the use of ALC, it is NOT intended to be used 
as a power limiting mechanism, and driving an amplifier into ALC will 
create undesirable signal compression, distortion and splatter.
