For non-programmers that means it's essentially getting Internet Explorer to do the work invisibly in the background. It's a good method, as it usually avoids firewall problems - as long as the user's browser is allowed access to the web, the utility should be able to access it too - but it does mean that it is affected by browser settings. If someone happens to have a huge browser cache and the files are still there from last time then IE will "helpfully" show you those instead of looking for new ones.
