And Plurality likewise can be defined as a 2-tiered preference system, in which we're only allowed to rank one candidate in the top tier. But Markus is saying that it's assumed that voters actually vote, in Plurality, a ranking that can have more than 2 tiers. or as a set of ratings that of course indicates a ranking that can have more than 2 tiers. So, again, the question is: Then how would Markus, or the scientific journal authors that he refers to, interpret that ranking or set of ratings for the purpose of determining if Approval meets Condorcet's Criterion? Or single-winner Cumulative? Is it a different special rule for each method, or is there a uniform rule for all criteria & voting systems. If so, then what is that uniform rule?
