And the issues involved in the choice of how to count the election
must also be understandable. If John Q. Citizen were listening
to this discussion about which rank-count rule is best, would
he have any idea whom to believe? Rank-count issues are not
understandable to most people, and if there's any debate,
then you'll have a hopeless mess that will never get resolved.
What makes anyone think that the discussion would be more
successful in the public arena than on this list?
