I NEVER said such.
IRV/STV name implies basing on IRV.
IRV VERY OFTEN agrees with Condorcet as to winner - which makes sense since
it uses ranked ballots such as Condorcet usually uses.
Trouble is IRV does not promise to always do as good as Condorcet.
