I don't observe the problem in your screenshot as far as I tested by
displaying lisp/international/code-pages.el around the line 3828 where
the coding system iso-latin-10 is defined.

Using only kind of the core of Carbon Emacs makes the characters display right. But this is not what an user wants: only one fontset available and in one size that is simply too big (though OK for CJK). And Carbon Emacs is lying: C-u C-x = always reveals

display: by this font (glyph code)
-apple-monaco-medium-r-normal--12-120-72-72-m-120-iso10646-1 (#x????)

even for glyphs that are not contained in Monaco. And those taken from Monaco are not 12 pt high (the fontsets names itself 16-dot default). One has to use some other fontset.

Anyway you can send a bug
report to an appropriate place together with necessary data and a
procedure starting with .../Emacs -Q to reproduce the problem.

This will be very hard to achieve: there is no useful documentation of Carbon Emacs specialties and extensions like in the Emacs.app info node. So I really do not know what steps to take to effectively load carbon-fonts and what carbon-emacs-package.el is really all doing or which Elisp code is really necessary to achieve a particular set-up. This situation is really bad since one has to guess what to do to turn Carbon Emacs into something useful – for me.

Carbon Emacs launched with -Q does not understand M-c as copy (but as capitalize-word). How can I activate reasonable Mac OS behaviour, and nothing more? Or why has the Options -> Show/Hide menu an option to switch off menu-bar? This option never works, there is always the menu in the  menu bar. The same with Emacs.app.
