If you are a current AOL subscriber, yup, Emailer will do exactly that. 
Emailer has its own AOL dialup gateway built in, so there is no need for 
the AOL software, just an AOL account, and a current AOL dialup number.

Setup Menu -> Service Providers -> America Online

In the Connection File popup, set it to AOLNet, and then fill in the 
fields with the correct info as needed.

It should be noted that Emailer supports Locations (not the same as the 
Location Manager, but it does the same idea only internally to Emailer). 
So you can create a settings file for AOL that uses the AOL dialup, and 
one that uses the TCP/IP, and then link them to a Location setting, so 
you can just change locations in the Setup Menu -> Current Location, and 
your AOL preference will switch. This works well for storing multiple AOL 
dialup numbers if you travel around.

I don't know the details of exactly when or why you want the new CCL 
files. I think it might have to do with the modem you have, or maybe the 
OS version... I really can't say. But they are on my FTP site if you want
