It is simply plain text, with the format-flowed header and whatever special formatting (very few) it takes to be interpreted that way. If you receive such a message with a format-flowed capable mail client (like Eudora, or Mail from Apple), you will see an excerpt bar on the left and an emailer-like color coding. If you receive it with emailer, you will receive it as usual with the > marks ant the associated color coding. I did a test recently, sent a plain text email to me from Apple's mail app using OS X.
