If you do a Get Info on the Temp Incoming folder, you will see near the bottom of the window that opens a few disclosure triangles. One of them is for Permissions & Owners (or something to that effect). Click that triangle to show the Permissions listings. There are 3 listings, all 3 should be Read & Write, if they are not, then set them that way.
