You need a script that ititiates a connection using your ISP's settings (phone, user/pass), which shouldn't be hard to write given Internet Connect's dictionary (open it in a script editor to see the syntax). Then either include time-based stuff in the script and leave the script running permanently (I'm not more specific because I don't remember doing that), or better yet use 3rd-parties scheduling programs (utilities that trigger stuff at specific times, to avoid the use of the more cryptic unix cron command) like iDo Script Scheduler. If you're using Emailer, then the easiest way is probably to use Emailer's own scheduling (it can execute scripts at preset times). Unless using Internet Connect's time out, a script should also close the connection after some time or some actions.
