I had done both to little effect. However following your exact 
instructions to:-

>Quit and restart Emailer until the Temp Incoming folder is empty. Then 
>throw out the whole Temp Incoming folder. Then close ALL windows. Then 
>start Emailer again, and see if the problem is fixed.

I got a result. Closing ALL the windows seems to be critical. So a big 
thank you
