I think for most of us a more correct or widely accepted wording of the 
above would be:

....did not mean Classic Preference Pane (and Classic support files) 
wasn't installed, but rather meant OS 9 wasn't installed.

Correctly or incorrectly most users use interchangeably the following 
terms:
Classic and OS 9. So if some states that Classic is not included with 
Panther or Tiger they mean that while Classic support is included, OS 9 
is not. And of course without OS 9, Classic support is rather useless.

I have performed installs of Panther where the 2nd CD was not needed or 
asked for.
If you do not want all those printer drivers or any of the extra 
languages it can happen.
At least that is what I remember.
