Not at all. The normal method of accessing iPass is through a gateway 
page on one's own internet service provider's website - although not all 
offer it. The access page usually takes the form of:

www.ISP'sname.com/administration/ipass/mailreg.html

Registration on this page merely requires entering one's usual email 
username and password to facilitate outgoing mail without having to 
change settings. I believe it is possible to subscribe directly to iPass, 
eg for global WiFi access, which should also give access to internet 
roaming.

For those whose ISP does not support iPasssimilar access is possible via 
one of several alternative services, usually by prepaying a small amount 
of roaming. An example would be  www.net2roam.com  

I dont believe that any charge is made for send outgoing mail, only for 
general internet access when roaming. The latter is seldom an issue in 
hotels these days, fortunately.
