If you change any of the view settings for the Downloads folder, then 
yes, OS X will likely create a .DS_Store file.

But in the case of the downloads folder, it won't matter. There is 
nothing wrong with a .DS_Store file. It only causes a problem for Emailer 
when in the Temp Incoming folder, because Emailer sees it as a valid 
file, and tries to unpack it and gets confused.

Since Emailer never does anything similar to the Downloads folder, it is 
perfectly fine to have a .DS_Store file in there should one appear.
