I think I need to install the latest for 9, don't I? I am not sure which would get used. thinking back there are the variables (not in order) OS X 10.4.x updates Expander update (I think to 11) ISP-based anti-virus and spam filtering. Not much else has changed. The broken file attachments is brand new (getting attachments as text inside a message), the lost extension problem goes back a couple months.
