Someone on the Mac List recommended: RCDefaultApp (freeware)
http://www.rubicode.com/Software/RCDefaultApp/ So I downloaded and installed it - it is a preference pane - set the prefs for Preview in both extensions and file types (had to create jfif as it wasn't listed) , rebooted and tried to Change All once again - and ... Still NO GO. Weird. I had tried RCDefaultApp once to make Emailer the default Mail program and it didn't work then either!
