Yes, I believe so. I uncommented the referenced sections and ran "apt-get
update". It seems to be recognized and momentarily displays 0% downloaded,
etc. before giving the package not available error. Even after installing
latex2html manually, I still get this error if I enter:
Sudo apt-get install latex2html
So I would think anyone else should be able to generate this same error by
entering the same thing, if in fact the problem is not local to my machine.

The beginning of the latex2html file states as follows:
The installation procedure has changed substantially from version 98.3 on.
...

What was the version number at the time the EMC instructions for using Lyx
was written?
