I don't really think so. The idea is having a tool that's included with 
emc2.
I don't think anyone is interested in a tool that's sitting on a webpage 
somewhere, or in some CVS branch, which regular users won't ever consider.

Otoh, I think nobody would mind if Chris M. (and of course others) would 
attempt to build a more advanced configurator (something called differently 
than stepconf - maybe servoconf or emcconf or whatever), and add all the 
things in there. Of course that would have to happen after 2.3.0, as we are 
in feature freeze atm.
