Add my vote for the "one document" approach. Not sure how this affects users of HAL as a standalone application, but it would make things easier for EMC2 users.

While the one document would be larger than any one it would be smaller than the original Integrators manual iirc. I do recall before I started to change/move things in the docs the first go around that I solicited the development list first.
