this was recently discussed on emc-devel

as for 2.5 - at least I have no plans to do that and its a bit late in the game

master: there is configure support to detect  libmodbus2 or libmodbus3 
installation, the vfs11-vfd driver will only be built if libmodbus3 is detected

I dont think including the source makes a lot of sense, it would see a similar 
fate than the current libmodbus2 files which are fairly old

unfortunately there is currently no libmodbus3 package for lucid or hardy in 
the ubuntu archives

I've built a lucid backport and will make it available on linuxcnc.org; 
eventually I'll modify gs2_vfd to use libmodbus3 but since it isnt broken I 
think its fine to have that done by 2.6
