There's a confusing package in Precise named "libmodbus5", with a 
version of 3.0.something.  Is that the libmodbus3 of which you speak?

If so, a Build-Recommends in the debian/control would cause the buildbot 
to install it when building, and the Precise build environment at least 
would have access to it.
