It can generate PWM, but with a typical base-frequency of 50kHz the actual PWM frequency for 8-bit resolution you have 200Hz and correspondingly lower for higher resolution. PDM might improve on this a little. A workable solution might be to filter a low-frequency PWM into an analogue voltage, then use that to control a higher-frequency PWM generator.
