Chris, I apologize for muddying the water. I threw out those notions 
based on a misunderstanding of one of Andy's messages (UK and USA---two 
countries separated by a common language).

Yes, it does.

Looking at http://wiki.linuxcnc.org/cgi-bin/wiki.pl?BoardOfDirectors , I see

    "The board of directors will:

    1. develop a LinuxCNC mission statement
    ...
    5. maintain a prioritized list of features to be added"

Looks like you need to take this up with the Board. It's well known that 
people work better if they already have something in front of them, so 
perhaps you could draft what you think a mission statement for the 
LinuxCNC project should say and pass it to them for consideration.
