Also, my view has always been that pins are dynamic data and parameters are
(run-time static) configuration. That would make separation a Good Thing(TM).

Yes, many components/drivers have parameters rather than pins for this reason.
In many cases, parameters are not expected to change at run time and if
changed may cause issues.
