There is an approach for improving ISO13399 with an open standard for
tool description:

The creator is a company that creates 5 axis trajectory planers for many
CAM systems.
So I think this is based on first hand experience.
I'm not very deep into it.
Just know a developer from this company personally and we talked about
the need for something like this.
