Art, CSA does have a program for approving individual insulation materials. It isn't a "systems" approach like UL's but it is useful for comparing different types of insulation for required thickness', etc. Ask for Component Acceptance Service Notice No. 4 dated November 30, 1989. They also have a transformer standard (C22.2 No. 66) that has a lot of information on insulation requirements.

This rationale is derived from Paragraph 2.2.2 and the Annex P2 section addressing paragraph 2.2.2. Both UL 1446 and CSA 22.2 No. 0, General Requirements - CEC, Part 2 are referenced.
