48 volt (and other voltages) powered telecom equipment is certainly
required to meet conducted emission standards. In the United States,  look
for Bellcore document GR-1089-CORE. While not a government document, it
includes FCC Part 15 limits as well as going beyond them in frequency and
emission (includes magnetic fields, for example), and it imposes emission
limits on signal, VF, and power wires.  

The goal is compliance with Part 15 and avoiding interference with radio
and television reception and use. For this reason, if you are selling to a
RBOC or CLEC in the USA, you'll find them specifying GR-1089 compliance to
begin with.  If they don't, someone will be in trouble down the line!

Europe and in the US) on DC powered equipment ( through a Battery) such as
-48VDC Telecom equipment, something like the En55022 but for DC powered
products?
