Agreed (section 15.107f).  

My point was that the original question from Sarmad Albanna had to do
with -48V battery installations, and for a real battery supply, not a
line-powered converter, the FCC Part 15B reg's don't call up a test.  

Of course, as others have pointed out, there are many telecom standards
that do apply, and for CE-marking the EN's may call out conducted on all
ports (not just AC or DC power supply, but signal lines etc.).
